Joint letter on peace and security between Libya and UK

A Joint Letter on Peace and Security between Great Jamahiriya and the UK was signed Monday in Tripoli.
The text of the letter signed jointly by the Secretary of European Affairs at the GPCFLIC, and by the British Foreign Office State minister is as follows ( a translation from the Arabic text of the letter):-
1- In line with the new relations between the Great Socialist People's Libyan Arab Jamahiriya and the United Kingdom and Northern Ireland, the two countries reiterate their desire and commitment to establishing sound and secure relations based on the principles of international law and the UN charter, and express their joint desire to maintain world peace and security.
2- The Great Socialist People's Libyan Arab Jamahiriya and the United Kingdom and Northern Ireland work to develop their relations based on mutual respect and full equality.
They stress that joint commitment to cooperation to preserve world peace and security, and support world respect of human rights and basic freedoms for all and eradicate all forms of racial discrimination, and all forms of terrorism, religious extremism and violence.
3- The Great Socialist People's Libyan Arab Jamahiriya and the United Kingdom , recall their joint commitment to refrain from organizing, assisting or taking part in all acts of civil disputes, or terrorism or accept organized activities directed towards such acts.
4- the Great Socialist People's Libyan Arab Jamahiriya and the United Kingdom, recall their joint commitments to reach a settlement to disputes by peaceful means, and in a manner that does not upraise justice, or world peace and security.
They pledge in their international relations to refrain from the threat or the use of force against the territorial integrity or political independence of one another, or any other method , not in conformity with the UN objectives.
5- The Great Socialist People's Libyan Arab Jamahiriya and the United Kingdom, shall work for reaching a quick settlement of their bilateral disputes, through dialogue and direct negotiations, and peaceful and cordial means within the setting of respect of the principles of refraining from intervening in issues within the national competence of any state, and would contribute to solving disputes in accordance with the principles and objectives of the international law and UN Charter.
6- The Great Socialist People's Libyan Arab Jamahiriya and the United Kingdom , recall the UK declaration on the security guarantees enclosed with the letter of the UK permanent representative to the UN, addressed to the UN Secretary General dated April 6, 1995.
That declaration reaffirms the intention of the UK to endeavor, so the UN Security Council would act immediately to offer assistance- according to the Charter- to any state that does not possess nuclear weapons, a party to the Non-nuclear weapons Proliferation Treaty, in case it is a victim of an aggression or subjected to threats of an aggression in which nuclear weapons will be used.
7- Taking into consideration the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Bacteriological and Toxin Weapons, and their destruction, 1972, and the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and their Destruction 1993. The United Kingdom reaffirms that it would endeavour to take the appropriate measure by the Security Council, in case it deemed that the Great Socialist People's Libyan Arab Jamahiriya was attacked or threatened with attack using chemical or biological weapons.
8- In the context of what has been mentioned above and taking into account Great Jamahiriya initiative to voluntarily abandon its programmes of weapons of mass destruction on 19th of December, 2003.
In order that this initiative be an example for other countries to follow , the United Kingdom through its membership in the Security Council will seek to fulfill the following:
- Providing support , in compliance with any resolution by the Security Council, the UN Charter or related treaties, to Great Jamahiriya in case it becomes a victim of aggression or threat to use chemical or biological weapons.
-To work directly or through international community to strengthen the defensive capabilities of Great Jamahiriya in order to be able to protect its security and the safety of its territories from all threats.
- Provide materials specialists and necessary technical assistance to enable Great Jamahiriya to transfer its abandoned programmes to peaceful programmes.
-To take arrangement to circulate this joint letter to the Security Council .
9-Great Jamahiriya and United Kingdom will work together to make the Mediterranean a zone of security, peace and a bridge for civilization and culture.
In addition to other things, they will seek to promote regional security for the sake of banning the spread of nuclear, chemical and biological weapons through abiding by international and regional rules of non-proliferation, control of arms and disarmament treaties, such as the non-proliferation treaty of nuclear weapons , chemical weapons treaty, biological and poisons treaty, banning tests of comprehensive nuclear weapons treaty and regional arrangements like creating a Middle East free from weapons of mass destruction, nuclear, chemical and biological weapons and the systems used in their transport.
Both countries urge Mediterranean states to fulfill, in good intention, to meet their obligations and duties listed under these systems and agreements.
What has been stated above represents the understanding reached between Great Jamahiriya, United Kingdom and Northern Ireland about the matters referred to in this letter.
Signed in Tripoli on the 26th of June 2006 in two versions, Arabic and English Languages, both text have equal legal power.
